VR doesn't work

I find that the VR even at the lowest volume position, the sound is still very high, looks like open and sound is distorted. It seems that the VR cannot really adjust the volume.

Is there anybody can help on this?

I think maybe I need to connect the VR to earth but there's no indication on the diagram, so should I do so?

阻值有否用錯.例如10k ohms.20k ohms.50k ohms.100k ohms...
亦或美規接腳與日規接腳位1.3位是相反的...

the earth has to be connected. The signed then can be attenuated through the ground.
