I got a H34S, I will change all wirings first. Then, I will change the tubes. Then, I may consider to change the speaker if I find a better one that I like.
I am using these:
CD: Marantz CD 95 (since 1992)
Amplifier: Melody H34S (since 2007)
Speaker: B&W DM620 (since 1992)
For changing tubes, you can change the pre-amp section first.

you may consider a 2nd hand one for this price range.
e.g. sometime the 2nd hand market shows up audio space and sound master for 3k.
for new tube amp for 3k, you can try Yaqin
good deal for 3k.
